A keeper is just a public bot that calls the compound function on a pool once enough fees have built up. There's no whitelist — any wallet can run one.
Calling compound isn't free labor: the keeper that triggers it earns a small, fixed tip paid from the fee it just processed, before the rest locks into the pool.
This is what keeps every pool moving without CRE — or anyone else — holding a key that could pause, redirect, or drain it.
